The failed amendment

The appointment issue of the new State Secretary of Selangor (SUK), Datuk Mohammed Khusrin Munawi gets into a new episodes, and probably its most intense, the Special Sessions in the matter of amend the state constitution to allowed the Ruler and Menteri Besar has the power to appoint three highest state executives post, including the SUK. The outcome has been expected, the State Government fails to convince BN’s Assemblymen to support the amendment bills. Thus, even though majority of the Assemblymen in favor of the amendment, without 2/3 majority votes, the amendment shall not be presented in the assembly for second hearing.

All Assemblymen of Selangor State’s Assembly Seating is presence at the session. Nevertheless, Badrul Hisham Abdullah who is currently served as an independent Assemblyman is prevented to enter the assembly as the seats of Pelabuhan Klang has been declared vacant by the Speaker. The 6 hours session ended in 6.15pm, after the Speaker, Datuk Teng Chang Kim announces the vote results of 34 vote’s supports and 20 against the amendment. It takes at least 38 votes to amend the state constitution.

After the session, The Menteri Besar of Selangor, Tan Sri Abdul Khalid Ibrahim stated that the state government are aware that, it takes 2/3 majority supports to amend the constitution, and the amendment bills supposedly cannot be passed in the assembly since the very beginning. Nevertheless, even though the Pakatan Rakyat government failed the attempt, it will not dishearten the Pakatan Rakyat.

What will be the fate of the new state Secretary? The Menteri Besar has stated that, the SUK matter, who currently still not takes the Oath of Secrecy before the Menteri Besar will be presented into the Exco Meetings in the future. Nevertheless, it is still unclear when the matter will be presented in the meetings.

After the series of political tug-of-war between the PR and BN regarding the issue of the appointment of SUK, it is clear and safe to say that the Sultan of Selangor, HRH Sultan Sharafuddin Idris Shah has become more influential in the state. Most political analysts agreed that, both PR and BN alike are currently looking to position themselves as defenders of the Malay Royalty. And, the role of Sultan Sharafuddin Idris Shah as a Ruler during several times of political row has enhanced the dignity of the palace. As a wise ruler, Sultan Sharafuddin Idris Shah has made it very clear that the ruler is above politics and always neutral.

In term of the Royal Power, the PR Government still believes that the Sultan of Selangor and the State Government has the rights over the appointment of three ex-officio position of the state while BN still up until this very day, upholding the Constitution Amendment in 1993.
